Municipalities Suite
MaintStar has a specialized suite of modules specifically designed for the needs of city, county, state, and federal
governments. These modules allow the tracking of specialized information pertaining to infrastructure maintenance
such as streets, sewer systems, signs, paving, facilities, projects and more. This system can also record and track information about code enforcement and permits.
Planning and Budgeting for Municipalities
MaintStar’s unique new Work Budgeting and Planning System is specifically designed for municipalities to track a
variety of daily activities, such as roads, sewers, traffic signs, and other infrastructure repairs and replacements.
This module is designed as a financial tool and is activity driven. It provides highly refined detail for budgeting
purposes. In addition to its planning capabilities, this module tracks and allows analysis of actual amounts of work
performed compared to what has been budgeted. The infrastructure planning capabilities include specific equipment
requirements (trucks, bulldozers, sweepers, etc.), materials needed (concrete, paint, etc.), as well as crew size
planning. It also tracks crew productivity and provides automatic cost roll up to specific city departments,
subdivisions, multilevel cost centers, areas, etc. The planning capabilities provide a great deal of built-in flexibility
and can be implemented on a weekly, monthly, quarterly, or semiannual basis. These specific capabilities include
financial and budgeting sections which track estimated versus actual completed work. This should not be confused
with regular work order processing capabilities. The Work Planning and Budgeting System can be purchased as a stand-alone system or as an integrated part of MaintStar.
Mapping and GIS Interface
Asset location and other related information can be uploaded from GIS systems to MaintStar. Using this interface
you may launch work requests directly from the GIS map. While you are on the map, by clicking on a specific asset,
you can view the repair history as well as open work orders for that specific asset. The capabilities of this module
are very extensive. It works with many of the available GIS systems such as ESRI systems, Auto CAD, Maps and others
GASB34 and Asset Management
With the increased awareness and utilization of Asset Management principles by local agencies, the Governmental
Accounting Standards Board (GASB) has moved to formalize the reporting procedures for infrastructure asset
reporting. This change should encourage and facilitate the further utilization of this important management and
accountability tool. MaintStar’s Asset Management module efficiently organizes information about your assets for
quick and clear analysis. The system tracks depreciation and projects future asset replacement costs based upon
user definable inflation factors for each group of assets. These projections can aid management in making
replacement and budgeting decisions including a historical record of actual total repair costs for any individual asset
or groups of assets. This financial management tool is designed for mid and higher level managers and financial executives.
Wastewater Management
MaintStar ‘s newest module is currently in development. This new module is specially designed for the needs of
wastewater managers. This advanced system will feature automatic TV inspection and PM scheduling adjustment
based on criticality. Line traversing features will allow easy traceability up stream and downstream from origin to
termination. History of all services, including digger activities will be available in easy to generate report format. The
system will easily integrate with GIS systems. The Wastewater Management is scheduled for release second quarter of 2004.
Work Planning Module
MaintStar’s Work Planning Module is a financial and management tool for long range planning. This module is designed for mid and
upper level management and is activity driven. In addition to its planning capabilities, the Work Planning Module allows analysis of
actual amounts of work performed compared to budgeted. It follows cost roll-ups for multilevel cost centers and projects. It can
assist management in decision making regarding equipment availability, personnel allocation and staffing.
Capital Project Management
The Project Management module in MaintStar allows you to control and track a variety of project related activities such as:

A project can be defined by specific phases of completion. Each phase can be separately tracked or you can analyze
information on a project as a whole. Cost roll-up tracking can be presented in a hierarchical tree format for each phase of project progression. This
sophisticated and versatile tool can be utilized in a multi-user collaborative environment. Complete financial information for all phases of project
development is electronically available and can be sent to your company’s accounting systems for updating. This sophisticated system can be used by itself or integrated with the other modules in MaintStar.
Custom Work and Interfaces
MaintStar is well known for its ability to integrate MaintStar with other existing systems or adding specialized features to ease
workflow. MaintStar can integrate with in-house systems such as Oracle Financials, SAP, People Soft, J.D. Edward’s, BAAN, GIS systems, and others.
OSHA and Other Government Regulation Compliance
MaintStar can assist you in keeping up with government regulatory agencies requirements. You can display and print any
necessary information when a work order is generated for specific assets that require compliance. This information can be reviewed on command and updated as needed.
Contracts and Permits Management
This module allows you to store and analyze a variety of information about the contracts from various vendors. The actual
contract itself can be scanned and linked to the vendor allowing you to view it at any time. You can also sort the data by
contract cost, vendor name, expiration date, and several user defined categories. Varieties of permits, expirations, renewals and other types of documentation can be tracked as well.
Energy Tracking
MaintStar is capable of tracking the consumption of energy such as electricity, gas, water, steam, etc. Energy
consumption usage trends can easily be compiled from this information and graphically displayed. This valuable
information is analyzed through usage reports by pinpointing dangerous trends, as well as identifying inefficient equipment. This module can be easily interfaced with your existing energy management system.
Invoice
MaintStar has extensive invoicing capabilities. You can generate invoices for internal billing departments or for outside customers.
MaintStar can automatically apply a percentage markup defined by the user to any parts or labor on the billing. Invoices can be
printed, faxed or sent by e-mail. They can be generated in summary or in detail format. This module can be interfaced with the company accounting system.

Screen and Report Customization Module
We realize that your requirements may be unique, but MaintStar is flexible and can be adapted to meet your needs. With MaintStar you can
create custom screens providing total flexibility and eliminating your future expenses for custom work. MaintStar provides a variety of
customer defined fields for easy customization of work orders, equipment information, purchase orders, inventory control, fleet maintenance,
outside contractors, and more. New fields can be created such as alphanumeric, numeric decimal, date, hours, etc. You can adjust field lengths, move fields around the screen, draw frames, and color a screen utilizing any of 250 color combinations. MaintStar’s powerful Query
Report Writer will automatically recognize any new fields and will let you utilize them when you need to create custom reports for your

When printing reports, you have a variety of options including which reports to print, in what sequence, detailed or summary, and for what time
period. These reports can also be viewed and printed in a variety of colorful chart formats such as Pie, Bar and Line graphs.
Multi-user Enterprise-Wide System
MaintStar provides a multi-user enterprise-wide system which links any number of locations directly with your control
center. Daily work orders, reports, or special information may be printed at any satellite work station as required. All
web capabilities and e-mail functions can be accessed. MaintStar specialists are available to discuss and recommend a comprehensive, multi-user network system to meet your needs.
Security
This system provides multiple levels of security to protect both confidential information and historical data. First,
there is a security barrier that prohibits unauthorized personnel from entry into the system. There are more levels of
security right down to the individual field level to ensure that only properly authorized individuals have access to
certain confidential data (such as pay classifications) or the ability to delete important information. The most
important security feature involves maximum protection against accidental deletion of important data. MaintStar is
designed to force the user to make a conscientious decision regarding the elimination of data before implementing certain changes and then only after being properly informed of the consequences.
Planning & PM Scheduling
Research shows that the proper staffing of a maintenance department is one of the most difficult
problems to resolve. The frequent imbalance between manpower and workload is primarily the result of equipment breakdowns and their subsequent impact on manpower requirements. Reducing the
number of emergency breakdowns by implementing a preventive maintenance program is an effective tool in combating this staffing problem. MaintStar
quickly and efficiently prepares a PM Master Schedule which allows you to visualize future work activities at a glance. Matching the available workforce with the workload is immediately apparent as
well as what spare parts and materials are going to be required. When preparing your Master Schedule, you may direct MaintStar to avoid scheduling certain maintenance tasks for specific time
periods involving shutdowns, holidays, and weekends. This allows the user to schedule PM maintenance tasks based on calendar days, meter units (hours, miles, gallons, etc.), or whichever comes first.
The calendar tasks can be assigned on a specific weekday (e.g., Tuesday) or on a specific date.
Upon task completion, the system can automatically reschedule future tasks based on completion date (floating) or keep the date on a fixed
schedule. Detailed maintenance scenarios, involving both parts and labor, can be created for any time period ranging from just a few days to any
number of years. Revisions are instantly handled allowing you to easily formulate different projected workload schedules until one is created that
meets your needs. The freedom and flexibility of scheduling, as well as the ability to play "what if" scenarios, is one of MaintStar’s most important
features. A graphical work order calendar shows you at a glance what PMs are coming due for any given month. From the calendar you can click on
a work order number displayed in a date box and review or edit the work order. The total assigned man hours are displayed. You can use the mouse
to drag and drop to reassign a work order from one date to another.
Easy to Use Query Report Writer
MaintStar’s Query Report Writer module, was developed in-house by MaintStar and is exceptionally easy to use. It
allows you to create your own highly customized reports and graphs even if you have had no prior programming
experience. These individualized reports can be easily reused or revised at your discretion and can be exported to
Excel. MaintStar can also integrate with other report writers such as Crystal. Please Note: Most maintenance
systems use a third party report writer. These require that you “setup” all internal links to the system tables and
records and have an average learning curve of 6 months or more. Our writer has all table links established, and in
fact comes with a variety of queries already built in which you can use or modify very easily.
Inventory Control with Bar Coding
MaintStar follows each part from the time it is purchased to the actual work order when it is installed. MaintStar
directly links inventory, work orders and purchase orders together and automatically reserves parts assigned to
future work orders when reporting usable inventory. Once the item is used on a work order, the inventory level is
automatically adjusted to reflect its usage. MaintStar guards against "stock outages" by automatically checking the
availability of each part every time a work order is issued. Complete inventory information is always displayed on the
work order screen. If the inventory level is less than your defined minimum, a message is displayed indicating the
potential shortage. Depending on the size and type of operation, the MaintStar inventory system should be able to
realize a substantial return on the initial investment within three to six months. This is achieved by obtaining the
best prices through vendor cost comparison, by minimizing the necessary stock on hand, and by identifying the slow moving items in inventory.
If necessary, the system can be easily customized to meet specific customer requirements. The inventory system will allow users to store and
track an unlimited number of items. It will also allow you to maintain an unlimited number of parts vendors which enables users to make the most of
cost comparison features available with the MaintStar system. All stock/inventory information for each item can be extracted by accessing either
the Stock Identification Number or the Model (usually manufacturer) Identification Numbers. If the stock number is not known, MaintStar will obtain
information by selecting a vendor, equipment or specific user defined category. You may assign an unlimited number of categories such as belts,
bearings, motors, etc., each with an unlimited number of items. A comprehensive vendor profile allows you to assign and prioritize multiple vendors
for each part. You can view multiple inventory locations for specific parts on one screen.
The Inventory Bar Coding module is available and can be used with a variety of bar coding hardware (attached and remote), including Laser
Scanners and Palm Pilot handheld units. Label printing capability with bar coding is included. Our inventory system can also be purchased as a stand-alone system.
Customized Work Orders
MaintStar automatically generates a schedule of preventive maintenance work orders as well as corrective
(emergency) work orders as needed. There is no need to be concerned about MaintStar’s capabilities in terms of
quantity of work orders or variety of equipment pieces to be maintained. MaintStar’s capacity is unlimited! MaintStar
allows you to issue work orders in different ways: by date, craft location, equipment, priority or a customer defined
category. Work orders can be reviewed by individual work order number or all work orders within a specified
numerical date range. They can also be reviewed by individual equipment, location, priority, or by a customer defined
category. Each work order may include an unlimited listing of all parts and materials, as well as multiple craftsmen needed to perform the maintenance tasks specified.
The current inventory information for each required part is displayed on the work order screen, thereby eliminating the necessity of exiting to the
inventory module to obtain available quantity information. MaintStar also provides certain fields (areas) which allow you to customize each work
order according to your specific needs, as well as validating new information while you are actually creating work orders. Being able to validate
means there is no need for a lengthy system setup procedure. You are able to enter any new parts, vendors, accounts, etc., "on the fly."
Outside Contractors
MaintStar keeps track of all maintenance activities, even those assigned to outside contractors. This information automatically
becomes a part of the asset history. This feature provides an effective method of tracking and evaluating contractor
performance in terms of job completion date, man-hour and material costs even on those multistage repairs involving numerous
invoices. With this type of information at hand, it is much easier to make those tough decisions regarding contracting out or doing certain jobs in-house.
Bill of Materials Is Automatically Created

MaintStar allows the user to establish and maintain a list of parts and materials for each asset or piece of
equipment. When the user is entering parts and material information on a work order, MaintStar will automatically
update the list of parts and materials every time a new part is used. This feature has the capability to create an
on-line bill of parts and materials for any specific asset. When a new part is entered for a piece of equipment on a
work order, that newly entered part is automatically added to the list of parts associated with that asset. A bill of
materials can be created in a multilevel family tree format to show the relationship between any specific asset and
it's associated components and parts. The user can view scanned or digital images linked to each component or asset.
Overtime Costs
A special program feature enables you to monitor and control labor costs. Multiple rates of overtime can be specifically assigned for each craftsman in addition to Saturday and Sunday rates. Once established, these pay rates are automatically calculated when MaintStar schedules or forecasts maintenance workload requirements.
Overtime hours and rates are defined by you and can be easily revised at any time. An interface with company payroll systems is available for automatic rate updates.
Craftsmen Profiles
MaintStar provides unlimited space (with user definable fields) for you to store pertinent data that can be easily retrieved when
needed. You may include such personal craftsman information as: Special Training, Home Address & Telephone Number, Salary
History, Education, Promotions, Employment History, Special Skills, Photographs and Charts. This module integrates with the
Timecard module to flag sick days, vacations, etc. This area is password protected to ensure confidentiality.
Automatic Labor Scheduling
This sophisticated module is designed to balance the available labor resources against the future estimated workload
. It takes into consideration available man-hours for each craftsman and automatically assigns specific craftsmen to
a work order based upon job priority, type of skills required, trade, location, and other conditions. The condition
selection is completely user definable. For example, today you may balance labor resources by a combination of
priority and trade and tomorrow by a specific location only for a specific project. This module is interfaced with
MaintStar’s Personnel Tracking module by taking into consideration craftsmen vacations, sick days, and other leaves
of absence. Because the algorithm for labor balancing is user definable, there are no limitations to the number of
ways the resources can be balanced. The module produces graphic charts to visualize balancing resources against
actual workload. There is no similar product with user defined balancing conditions on the market today.
Predictive Maintenance
Combining Predictive and Preventive Maintenance techniques to monitor the operation of machinery and then performing
preventive maintenance on the machine before it fails is the ultimate goal of any maintenance organization. This information is
compared against a standard for a specific machine and reports any deviations outside established limits. The system will then
automatically generate a corrective maintenance work order. In addition to vibration analysis, a combination of different types
of sensors can also be applied, such as pressure, temperature, torque, radio frequency, etc. Knowing the general health of a
machine helps raise confidence in running the machine unattended and also allows you to schedule maintenance on an "as
needed" basis. Properly implemented, predictive maintenance can reduce downtime by 2 or 3 times.
On-line Data Monitoring
MaintStar will interface with a variety of commercially available control systems to provide on-line equipment
monitoring. The on-line data, such as equipment working hours, cycles, frequency, and other signals, including
alarms, will be received from programmable controllers or other control devices and systems. This data will
automatically update the PM schedule. When "out-of-range" or "alarm" data is received, MaintStar will automatically
issue corrective maintenance work orders. These work orders can be generated on paper or electronically with an automatic e-mail notification to the responsible service and management personnel.
On-line Failure Analysis
The ability to analyze a history of facilities, assets and equipment failures is an integral part of this system.
MaintStar will automatically track and flag the nature and type of failure every time a maintenance work order is
issued. It will immediately and automatically notify you of similar failures for the same asset or equipment within the
past ninety days and also of upcoming preventative maintenance so that they can be combined. The collected
information will be summarized and displayed with easy-to-follow reports. The most frequent type of failure will be
pinpointed thereby isolating and identifying vulnerable groups of assets, equipment, troubled components, etc.
Detailed statistical information can be obtained for the entire operation including individual pieces of asset or equipment, specific groups of assets, or certain components of the asset.
Wireless Web Interface
A completely wireless web connection is available through a Palm Pilot unit with cellular capabilities. By attaching a Snap-On modem
to the Palm Pilot, you can access MaintStar’s web interface or the entire internet.
Electronic Bar Coded Work Order
MaintStar’s Work Order information (corrective and future PM) can be electronically downloaded into a portable Palm Pilot unit.
The Palm Pilot unit also has a built-in bar coding capability for use in the field. The system has the capability of creating new
work orders in the field and then uploading them back into MaintStar, thereby completely eliminating paperwork. The new “Industrial Strength” unit can stand up to heavy day in day out usage. It has a no-memory Lithium battery built in and
recharges while in the sync cradle. MaintStar has the capability to bar code work orders, equipment, spare parts inventory and
craftsmen for speedy data entry. Future PM information can also be downloaded into a Palm Pilot unit. When the work orders are
completed, the completion information is sent back to MaintStar by inserting the unit in a cradle and pushing the "hot sync"
button. Repair history on equipment or assets can also be downloaded and made available right in the field while the craftsman is
working on the equipment. Wireless capability to transfer information is also available.
Bar Coding
MaintStar provides five Bar Coding modules: assets, work orders, craftsmen, and spare parts. This feature will
expedite and simplify data entry. It significantly reduces errors associated with keeping track of work orders and
spare parts. MaintStar generates bar code labels and then integrates scanned data into the system using a variety
of portable bar code devices such as specially designed Palm Pilot units and other specialized hand held devices.
Electronic Data Collector
The Electronic Data Collector with built-in Bar Code reader allows users to collect a variety of asset and equipment data in the field, such as asset number and condition, cycles, temperature, pressure, hours, flow, miles, and other
information. The module also allows the user to create an unlimited number of specific routes for data collection. Each route can handle unlimited amounts of user defined information.
E-mail Interface With Automatic Notification
This module allows you to generate a work request using an existing company e-mail system. The module automatically creates a work request via e-mail in the MaintStar system with all requested information. This can
then be turned into a work order. Upon assigning the work order target date, MaintStar will automatically generate
an e-mail response to notify the requester about the job scheduling date. When a work order is closed, MaintStar
automatically generates feedback again about work order completion through e-mail. Purchase orders and work
orders can also be approved through e-mail. Different levels of requirements for approval can be determined
according to cost. The electronic feedback system ensures timely job execution, improves customer satisfaction and substantially improves communication within any organization.
Web Interface
This module provides the capabilities of creating work requests and work orders through the internet or a company
intranet. When using the web browser, the work request is created in the MaintStar system. The requester can view
only their own work requests, including status, priority, work order assigned, execution date, and comments. The
work request status can be reviewed by date range, location, asset number, customer or department, and then be
automatically turned into work orders. Actual work orders can be directly generated through this interface as well.
The master password will allow you to view all data by date range, location, asset number, customer or department.
The user can customize this module to incorporate into an existing internet site. Other modules and functions of MaintStar can also be accessed through the web interface.
Pager Interface
This module allows interfacing MaintStar with pagers. The work order task information can be sent to a pager while the mechanic is working in the field, thereby eliminating unproductive travel and typing time
CAD and Scanned Drawing Interface
MaintStar has the ability to interface with a variety of CAD systems such as Auto CAD, CAFM, and Aperture, as well
as having built-in scanned drawing and graphic displays. It allows you to implement such functions as indication of
equipment locations, providing facilities layout, inclusion of safety instructions, pinpointing proper grease fittings on
equipment drawings, and a number of other tasks to be viewed while in the work order entry screen. These
instructions can then be automatically printed with the work order. The work requests or asset repair history can be viewed directly from the drawing. The simplicity of operation, combined with ease of system integration, allows
personnel with limited computer or CAD experience to immediately start using this module.
Microsoft Project Interface
MaintStar is capable of linking with Microsoft Project to track a variety of projects and activities such as shutdown,
construction activities, and downtime scheduling. Selected work order information can be moved with a single click
from MaintStar to Microsoft Project for fine tuning of schedules. You can select all work orders or specify a select
group of work orders pertaining to specific project, equipment, location, type of work orders, etc. Then that
information is integrated back to MaintStar. All work orders will be assigned in MaintStar’s Master Schedule according to the Microsoft Project dates.
Installation/Start-up/Training
Installing a MaintStar Management System is relatively simple. Easy to follow, step-by-step instructions quickly put
the system on-line and ready to accept data. Training specialists are available to come to your site and train your
people. Since the degree of in-house computer experience widely varies from company to company, this personalized
approach has proven to be the most cost-effective method of training. The majority of users select our
recommended hands-on training at their locations. This is the quickest way to get MaintStar up and running fast.
This is ultimately the most cost-effective approach. If you wish, your staff can come to our offices in California to
be trained. Whatever training program you select, we strongly encourage you to include training as part of your implementation program.
The operating manual for MaintStar, like the installation instructions, is written in simple straightforward instructions
that even employees with no prior computer exposure or training will understand. All instructional material was
developed with maintenance personnel in mind. The system also includes extensive on-line help available from any screen.
Technical Support
